We can manage solutions

It is not the best option to outlaw the internet in order to abate all consequences invited by its use. If the technology has caused many problems to the humans, then there has to be solutions to these. Some of these have been adopted in many parts of the world. The only thing concerned with adoption is the readiness of the country's government to step on the righteous path. We can curb the crimes that get committed by the use of internet. Every country's government needs to ensure optimum internet security in almost all the servers that run  throughout the country. The technical operations such as maintenance, content-management, and monitoring have to be regularly carried out in order to safeguard the internet ethics and principles. If anyone tries to send unwanted data to the users and attempts to persuade somebody to commit a crime, then the government can track down the culprit through careful monitoring. The only way we can minimize the crimes aided with internet technology is write the policies and establish a high-level governance.
